Is it true that firmware is dictated by your phone operator? I've
beenreading tripes to that effect on the Nokia support threads, saying
certain providers only allow certain firmware on their devices.

Yes on your E71 you are OK with upgrading it as far as the firmware. You are
correct that you will need to install Talks and the like again. So being you
now have your Talks code! You can just type it in when you are done
installing Talks.
