Sorry that's too strict. I often can't tell from the pavement what the use or access is. Lots of paths get an asphalt layer for ease of maintenance, that doesn't tell you it's a footway or a cycleway. It's just a path made easier. If I come across an unmapped path with no visible designation, do I not map it because I don't know what it's for? My solution is: I don't map it unless I need it in a route I'm mapping. In that case, it's a path, nothing else. That's all we know.
