Yes. I would think the operator only defines stops and schedules Timetables rarely show all of the stops on an urban route. You have to figure out the times for stops not listed on the timetable by interpolation. I did query an operator about a new route and received a map defining it. For urban routes (and probably other routes) it is NOT down to the driver to decide which path he or she wants to take between official stops. > . Those are the times when passengers who are unaware of the diversion start to worry and ask each other (and eventually the driver) what is happening.
