To be precise: `area=yes` on a `highway=*` means that the whole area is
routable, not just the (closed) way surrounding it. I.e., clever routing
software could send someone along a (shorter) path across the area
instead of along its sides.

Its semantics match that of `barrier=hedge` plus `area=yes`.

`area:highway=*` is more akin to `landcover=*` in that it represent the
surface area of the road, where `highway=*` represents the linear route
of the road.
