This is only the tip of the iceberg. In fact, pretty much all
advertising-related pages have undergone broad changes compared to what
was originally proposed. A while ago, I raised the issue here:

You can see I didn't really follow up on the topic as much as I should
have. Ultimately, I was simply feeling overwhelmed by the scope of the
edits that I would have to discuss and clean up. Advertising tagging,
and editing the wiki, are after all a very small part of what I do in
OSM. When the other party makes that their main focus, it just seems
daunting.
I still think the right way to deal with this would be to restore the
documentation to its original state, and break the changes down into
proposals that we can then argue about based on their merits. (And as
such, I welcome the effort to submit the message to the proposal process!)
