Classic advertising billboard is 4m width * 3 m > height, and is supported on 3 m legs , therefore the total heigth is 6 m. yes, we'll need a tag for height above ground. There is min_height, but it seems to require a building for some strange reason, and more strangely, to redefine "height": https://wiki.openstreetmap.org/wiki/Key:min_height it really is a pity, it is the analogous problem of building:levels which according to the wiki are not indicating the number of building levels but the number of building levels plus some imaginary, non existent building levels.
