To answer this question, we need for advertising

device, /including/ the support. Common advertising devices are 4 m.
length and 3 m. height then their size

If possible, the height of an advertising devices should be computed
from /the lowest part/ of the device (if ground is not flat) and up
to/the highest point/ of the billboard : an /average height/ has no
meaning, at least for advertising regulations in some countries like
France.
