To answer this question, we need for advertising <https://wiki.openstreetmap.org/wiki/Key:advertising> devices to give the dimension (or the size) of the display area of the billboard, /without/ the support, and as well the total height of the advertising device, /including/ the support. Common advertising devices are 4 m. length and 3 m. height then their size <https://wiki.openstreetmap.org/wiki/Key:size> would be 4*3, and their height <https://wiki.openstreetmap.org/wiki/Key:height> is 6 m.

If possible, the height of an advertising devices should be computed from /the lowest part/ of the device (if ground is not flat) and up to/the highest point/ of the billboard : an /average height/ has no meaning, at least for advertising regulations in some countries like France. This is what is explained today in advertising <https://wiki.openstreetmap.org/wiki/Key:advertising> page, do you think this needs to be changed ?
