in another message, it's suggested that this should be an access tag on
leisure=resort. i think this is likely the right way to go. i see that
access=military has been discussed in the past (for roads) and dismissed,
or i would suggest that.

my intent is that it would only apply to manufacturing facilities
operated directly by the DoD such as the Watervliet Arsenal
(which is where my wife works.) a Boeing aircraft plant, for example,
can reasonably be switched back and forth between military and
civilian aircraft construction.
