The main issue is that some fountains are in fact big (named) area with many nozzles. This leads me to render amenity=fountain with just a name and an icon, not including water basin (which can be reasonably tagged as water=*) and maybe all the individual nozzles tagged as amenity=nozzle (and rendered as a blue dot, probably with an icon on maximum zoom level)?

Big?

Height over, say, 5 metres? Use the height= tag.
Width/length over, say, 10 metres? Use the appropriate tag.
{There is no diameter tag? Could be usefull for pipelines and fountains and silos and etc..}


Number of nozzles? This is a single nozzle .. capable of reaching 147 meters height ... small? http://en.wikipedia.org/wiki/Captain_James_Cook_Memorial

If you must tag nozzles of fountains then fountain=nozzle ... rather than amenity=nozzle ?
