"neighbourhood" sounds pretty similar to "locality" - a couple of 
examples on the place=locality page could count (e.g. Seacroft in Leeds, 
if it's considered too small to be a suburb).

Whoever wrote "does not have any population" at the top of that page 
probably didn't intend this use, however.
