Only stupid people think that because the max legal limit is set that you can drive at the speed.
So maybe an additional explicit tag for the "effective speed for routing purposes"?
This is subjective and not helpful for any scenario within OSM.

I'm afraid not. This driver was obviously blind not only to the surroundings but also sensible instructions.
