I do this in general, and if no sign is there I recommend to tag the
limit still explicitly in maxspeed and add source:maxspeed (I use it
also for signed limits):

i agree.

it's crucial to be specific, the defaults vary widely from state to
state within the US. i talked to Nakor about the defaults in mkgmap
a while back, i think what mkgmap does by default is reasonable
for many states, but not a good match for New York. there is no
reasonable default that works everywhere, so it's best to avoid
depending on default values.

i will add that we should also all be trying to get turn restrictions
right for the routing software as well.
