I think that the legal maximum speed is an useful information even 
if routing speed is available, so using maxspeed for the latter 
doesn't look like a good idea.

BTW, instead of adding just the maximum routing speed, it could 
possibly be useful to tag something like
avg_speed:(rush_hour|off_hours|night_hours|...)=n
traffic:(rush_hour|off_hours|night_hours|...)=[a time/date range]
