In general I would like to see OSM adopt existing schemes for labeling.
It seems in most cases of "how to map foo", there's a foo community that
has already thought about this for reasons other than mapping.  The hard
part often seems to be reconciling various national schemes.

That said, I'm someone off plan in the following comments.  Looking at
airports, I don't think it's that hard

  major_international: constant customs and immigration plus below.
  Most of these are known within the whole country.

  major: those with controlled airspace and a tower, constant
  TSA/etc. presence, and usually serious amounts of comercial traffic.
  These are known to most people within the surrounding states.   

  minor: airports with commercial traffic, but which are clearly
  secondary by reason of only having TSA checkpoints operating when
  flights are scheduled.  (Hanscom, MA and Trenton, NJ).  Everyone
  within an hour's drive knows about them.

  general_aviation: general aviation aiports.  This is more or less a
  legal term in Massachusetts, and I think it's similar.  These airports
  are available to the public to take off and land from 24/7, but
  typically do not have normal scheduled passenger flights operated by
  carriers.  They typically have sightseeing and flight instruction.
  They are typically at least 10 miles apart from each other, but not
  always.  Most people in the surrounding few communities know where
  they are.

  restricted: "private restricted landing area" (Massachusetts term, but
  general concept).  This is a place where planes can land and take off
  but permission is required.  Many people have no idea they exist.

  (we already have military tags for air force places)

I don't think there's a real need to express that Boston Logan is more
important than Manchester in terms of size.  The important thing and the
problem at hand is to omit private strips and then general aviation
appropriately.

The above doesn't key that much off "international"; if you can fly 20
km to Canada from a tiny airport in Vermont, that doesn't make it
important.

For example, in http://osm.org/go/ZfIZyXB-- it's appropriate that
Minuteman Airfield (general aviation) is shown.  This seems ok up to
zoom 10 or 11.

But "Sid's Airport" probably should be shown only starting only at zoom
13, eg at http://osm.org/go/ZfIZyVr
(Sid's is a grass strip behind a house with a tiny plane/ultralight in
the garage.)
