Well, the exact definition is tricky - should the tag mean that you are barred from carrying a bicycle? What if the bicycle is foldable? > with_bicycle=*? I guess. I really wish OSM had better support for sets, so you could do something more like "cant_push=bicycle;shopping cart;stroller". But, I guess that support isn't really here yet.
