Actually, it's Judecătorii but your observations are valid.
Our wiki page http://crosswire.org/wiki/DevTools:Locale_Files includes this: "English abbreviations are no longer required to be in the abbreviations section as they are in there by default; in the example above they are in there for demonstration purposes." That's probably why the parser calls the English abbreviations as a fall-back. I think it's a bug too.
