Gentlemen,
The way we would interpret this in Florida per the "Florida Fire Prevention
Code" would be based on the height of the top "Floor Level". I think at the
least you are looking at 13 for the garage level, 13R for the Residential
Levels, and an "Manual Wet" Standpipe System, using Fire Department Flows with
Hydrant Supply for your Standpipe Demand. Hopefully you have a decent enough
water supply to run .05/sq ft. demand for your top floor.
We are doing 4: Story Apartment buildings here with 13 on the ground floor for
parking and 13R for the top 3: floors with no "True" Standpipe because our top
residential "Floor" is under 34' above the Fire Apparatus Staging Area. As an
accommodation, we gave the AHJ 3" "Hose Risers" with 2 1/2" hose valves.
It all depends on how high that top floor is.

 Tim,

If you have the handbook the next page actually talks about this with a
"Closer Look" at the height limitations. (2016 - Pg201)

Thanks,

Subject: 13R Installation of Sprinkler Systems in Low-Rise Residential
Occupancies

Am I reading the Scope of 13R correctly?

I am designing a Sprinkler system for a building which is five stories in
height. Each floor is about 5,500 SF. The Ground floor is a parking garage
of concrete & steel (Type 1a construction) with 4 stories of Residential
above which constructed of wood (Type 3B Construction). The parking garage
shall be protected by a Dry Pipe System designed in accordance with NFPA 13.
There is a 2 hour Occupancy Separation between Garage & The Second Floor.
The Second thru Fifth levels are to be protected by a NFPA 13R Sprinkler
System. The overall building height measures less than 60' above grade.

NFPA 13R Scope:  states this standard shall cover ____ "residential
occupancies up to and including four stories in height in buildings not
exceeding 60 ft. in height above grade plane."

Due to the phrase "in Buildings" am I interpreting this correctly?
