I've seen other people say this. My question is "why NOT send the listserv traffic through sa-learn as well?". After all, it is legit email you get, right?
If it's really high volume, you can save a lot of CPU time by not running it through any part of SA.
So, AFAIK, it's just a "keep the load average down" measure, for those that are already stretching the limits of their server.
