First question -- what version of SA are you using? That can have a big
impact on the amount of spam getting through.

Second -- have you looked at the rules that are hit on the spam that gets
through? Often (not always) a good first step would be to modify the
scores of the rules already being hit. See
http://www.exit0.us/index.php/RM_DefaultScoreChanges for one discussion
of this.

That should be reducing your spam. Are you getting any errors or warnings
from sa-learn? Does spamassassin -d's debugging output give you any
errors or warnings that might explain your problems?

See http://www.exit0.us for help with special rules, how to use there,
where to use them, etc. If you bayes is working ok, just not getting all
the work done, then yes, special rules is the next step.

Or, before going with special rules, you might pull in William Stearns'
blacklists -- they are a big help also.
