I *think* what you are asking is that all the RBL's be GAed and then the "for pay" ones zeroed out later with their GA assigned scores in comments.
Thanks for a clear and informative explanation that shows why a sensible-seeming straw man suggestion (not mine) doesn't make sense. I was primarily pointing out a problem and secondarily suggesting some tentative solutions.
I re-suggest (v 1.1) something like the original comments followed by:

#score RCVD_IN_BL_SPAMCOP_NET 1.8 #score RCVD_IN_DUL 0.8 #score RCVD_IN_DUL_FH 0.8 #score RCVD_IN_RBL 1.8 #score RCVD_IN_RSS 1.8
I'm sure values set by the optimizer on a good spam/ham set would be better than the default set with zeroes for these BLs, but I'm also sure that the default set with values around the ones I suggest for these BLs would be better than the default set with zeroes for these BLs.

I see evidence that the current scores are not being optimally set. A LOT of the Rules scores are apparrently still at initial values: integers, 0.001, or 0.100 suggesting they weren't really optimized by the GA. It obviously isn't being run by a decent number of people on a decent amount of spam and ham and submitted to SA. Looks like the project is in need of some help in this area. If I wasn't working on my own antispam idea, I'd do it... Please don't flame me if I've misread the evidence. (I refuse to bite flamebait. People who flame people for typos or grammar errors shouldn't (especially when their writing isn't perfect either!))
