I *think* what you are asking is that all the RBL's be GAed and then the "for pay" ones zeroed out later with their GA assigned scores in comments.

The disabled-by-default RBLs are intentionally excluded from the GA process and the GA is forced to not pay attention to them.

The fundamental problem with GAing scores for RBL's that will be disabled by default is that you change the balance of the whole scoreset when you add a rule to it.

The GA doesn't assign scores to rules as single entities. It assigns rules based on the interactions of the ruleset as a whole. So even adding RCVD_IN_BL_SPAMCOP_NET to the GA process could dramatically change the scores of other rules in the ruleset.

If you then hand-zeroed out the score, the default ruleset is not balanced from the start. This is decidedly not what you want because it makes the default ruleset less effective than advertised.
