The only way to extract the text as the viewer would see it is to use the renderer of the viewer's mail client [impossible, given that SA generally runs before the message is even delivered], because no two renderers produce the same result in every possible case. In this case <frame><noframes>garbarge</noframes></frame> is not valid HTML and neither SA nor Mozilla nor even the spammer can be sure how any [other] renderer is going to deal with it.
