Possibly because Mozilla isn't written in Perl?

Possibly because SA already has its own HTML renderer through which the
messages are passed?

The only way to extract the text as the viewer would see it is to use the
renderer of the viewer's mail client [impossible, given that SA generally
runs before the message is even delivered], because no two renderers
produce the same result in every possible case.

In this case <frame><noframes>garbarge</noframes></frame> is not valid
HTML and neither SA nor Mozilla nor even the spammer can be sure how any
[other] renderer is going to deal with it. It's obviously targeted at a
particular renderer [probably IE's as used by OE/Outlook] with the
expectation that other renderers will do something different and thereby
confuse content scanners.
