Definitely doesn't have to be installed with Procmail. Neither does SpamAssassin as such have to be installed on the mail server.

It depends. How high are you in the mailadmin hierarchy at your site?

Procmail has nothing to do with SA, as such. It's an add-on for users and mailadmins who need it - it does other things, too. But you could use Courier's maildrop instead, to do what Procmail does. My setups using SpamAssassin don't need either of them at all - on Exim 4.20 and Postfix 2.0.12 MTAs.

Procmail has nothing to do with SpamAssassin. It is an add-on that can use the results of SA, if you want it to. It can be used on Unix/Linux workstations, the mailserver, whatever.
