Now, if I may no longer reach my own SMTP server, I have to change SMTP server settings every time I am on the road again.
Well you would be in the minority there, very few people have their own mailserver using password authentication that they use from multiple ISP's... most people *already* have to change their SMTP server depending on where they're connected to...
Don't know what ISPs arrange in NZ, but if what you say is true for you, I'm glad it's not true for my ISP and Holland/GB. I get bill.demon.nl's static IP number from anywhere in the world, by dialing a low-rate number in NL or GB, or an international number from other countries. So I can have my notebook do smtp AUTH from anywhere, if there's a "clean" 'phone line.
For anti-spam legislation to become de rigeur, both Holland and GB would have to enforce filtering by my ISP, and certainly in Holland this would give rise to an almighty outcry and would almost certainly not succeed. So any one in the world could ... Mind you, my ISP's policy against spam would almost certainly kill spamming from it's network stone dead.
