I agree with you, that legislation can and will not be the savior.

I can come up with some examples of pointless laws here in Germany, that
are just special cases and already covered by more general laws. They
are only discussed and introduced, due to limited view of politicians
regarding modern technology...


Blocking SPAM on router levels? Does not sound like a good idea to me.

That's censorship. Who will decide, which mails I get? What shall be
filtered? That's entirely up to me. I will have the freedom to trash
mails on my own will. Even if those services would be perfect (which
they are not), I always will have an uneasy feeling of missing important
bits.
