If these two questions draw a blank, then perhaps the score for this
test should be raised to a very high figure.  Unless someone provides
evidence to the contrary, I will regard the use of base-64 encoding for
text or HTML as a 100% sure indicator that the message is spam.

I Learned the hard way to not discriminate against Base-64 encoded message traffic. After a month of confusion because email was being "lost", I checked my bucket-o-base64. Inside were twenty emails with MS-Excel spreadsheets sent via Outlook. All of the "missing" messages were being kicked out of the queue by my own rule. Very bad advice I took on that one.
