Certainly not the case.  If you have a base64-encoded mail that
SpamAssassin cannot see inside, it's a bug and should be filed
as such at http://bugzilla.SpamAssassin.org/ .

hmm -- I'm pretty sure I have a few, from legit mass-mailers.  But it's
a locale-specific test, so our nightly runs don't measure it.
