So basically, you send a binary file via MIME as a sole body part.
Was the content-type text/plain?  I don't think so.

There is almost never a good reason to base64 encode a text/plain body
part.  It *is* a strong indicator of spam.  However, if the content
type is say, image/jpeg (or application/ms-excel), then I'd expect it
to be base64 encoded.
