About your first question, I don't know.
I don't see what you mean by "exchange screws everything up".

Not that I am a big fan of outlook (not at all...), but you can use it 
to bounce messages :
Open the email in its own window then goto Action -> Resend this message.
It seems to bounce, at least it has been doing so here.

I use this for feeding razor reports, which bear no header or body
modification.

However, forwarding is bad, it [nearly] always alters then body, by quoting,

adding stuff, etc.
