That is a question for your network administrator (or your ISP). This mailing list is used by the software developers and admins who use SpamAssassin.

If you are having problems with your ISP, best to ask them. The software writers and users have no control over your ISP and how they are using the software.

But, I think your complaint is valid. If your ISP can't help you configuring your services, then you should give them the same message, "I am changing ISPs". That will make it clear that you are at the end of your rope.
