Both systems definitely have different pricing for individuals vs organizations.

Please see the mail abuse prevention system website for info on the DUL, RBL and RSS. They waive the fees for individuals and "hobby sites".

And yes, the RBLs are queried once per email passed through, although this happens via DNS, so the answers will naturally be cached for a limited time by your local DNS server.

20 rbl checks and 100 emails means 2000 requests to your DNS server, but if many of the IPs are duplicated not all 2000 requests will go out to the RBL providers. ie: if it's 100 copies in a row of the same email, the RBL providers will likely only see the queries for the first email, and the subsequent ones will not likely hit the RBL provider again unless those entries got pushed out of your DNS server's cache.

For spamd configurations:

Are all rbl checks done for every message as it arrives?  E.g., 20 rblchecks
and 100 emails means 2000 network requests to the rbl providers?  If an rbl
provider is down and/or not responding and one has a lot of email traffic,
will the end result be a significant slowdown in the delivery of the mail? I
read about the time settings in the options, but am still not clear on how
this works.
