The doco states:

If one puts these in the local.cf with a non-zero value, then they will be
checked. If the check is done and one has not contracted with the service,
will the request simply be rejected? Do these providers have different
policies for private individuals as opposed to commercial isps or providers?
For spamd configurations:
Are all rbl checks done for every message as it arrives? E.g., 20 rblchecks
and 100 emails means 2000 network requests to the rbl providers? If an rbl
provider is down and/or not responding and one has a lot of email traffic,
will the end result be a significant slowdown in the delivery of the mail? I
read about the time settings in the options, but am still not clear on how
this works.
