Sorry took me so long to reply...been traveling like crazy for work for a bit :)

Anyway, to make this work I did a few things:
1) The script runs suid as root. I *know* it's a bad idea but I really could not find a better way to make it work with lower permissions. Maybe in the future I'll move all my users' prefs into a central dir that's owned by a "spam" user and then run this script as suid as the spam user.

2)I used mod_auth_external with Apache to authenticate users via the passwd file so that their login to this page would be the same as their POP name/passwd

Other than that, everything else should Just Work(TM) assuming you have the user_prefs file in the standard place in the users' home dir.
