If I'm a non-root user installing SA for my personal use, there is no reasonable interpretation of "host-specific" that can apply to anything I'm installing -- nor in that instance do I give a damn about the FHS, for that matter. The additional point is that $ perl -MCPAN -e shell cpan> install spamassassin should "just work", even if I'm not root, provided that I've done my private CPAN configuration properly.
