If I'm a non-root user installing SA for my personal use, there is no
reasonable interpretation of "host-specific" that can apply to anything
I'm installing -- nor in that instance do I give a damn about the FHS, for
that matter.

The additional point is that

$ perl -MCPAN -e shell
cpan> install spamassassin

should "just work", even if I'm not root, provided that I've done my
private CPAN configuration properly.  As it stands there is NO WAY to
achieve this with SA as distributed.
