Ahh, sorry. Misread the question. Did you set DisplayInternalUI='yes' on the
MsiPackage? If no, then the MSIs are always run silently.

Users determine the UI level when they launch the .msi. As long as your
.msi has the appropriate UI tables populated, users get a full UI by
