Full UI was bad: There is no standard full, modal UI for uninstall. So 
invoking it resulted in a maintenance mode prompt. That was awkward ("I 
just clicked uninstall and now I have to click it again except it's 
called Remove?") and could also result in someone repairing the MSI 
instead and leaving it orphaned instead, as the bundle would be removed 
per plan leaving no ARP entry.

So fixing that by moving to basic UI just looks silly, with two progress 
bars running.

Thus, no UI.

Same for repair.

If we had a BA that knew more about internal UI, we'd probably want to 
expose the UI level so BAs could let the developer decide.
