Sure, it is a button that is above the volume up button instead of the lever.
It defaults to toggling between ring mode and silent mode.
But in settings, you can change it to something else. Just do a web search on
what does the action button do on newer iPhones.

on.

I have never had a problem of announce incoming calls working with VoiceOver on.
IN fact, I just had a call a couple of minutes ago and it told me who was
calling.
There may be a setting in notifications that needs to be on, and also, for Siri.

setting that says announce incoming calls. Make sure that is turned on. Then

If you get options then the triple press shortcut was not set up correctly.
Make sure you go to Accessibility > Voiceover and at the very bottom make sure
that only Voiceover is selected for the triple click of the side button.
