On Feisty the application launcher button is fixed, but not the
notification area icon, as you can see from the attached screenshot.

You have a point with that Richard, we accepted the patch after talking
with the artwork guys who recommend it a good workaround for the menus
problem they were pointed and didn't find any good argument to not apply
it. It's not correct anyway as you pointed it and it has been dropped
now with that
My initial assessment was correct.
Referring to http://bugzilla.gnome.org/show_bug.cgi?id=343437 it would
appear that the panel sometimes chooses the wrong size for the icon if
both 22x22 and 24x24 icons are installed.
hicolor-icon-theme has been patched by seb128 so that
01_dont_scale_22x22_apps
Ahh, but that breaks the icons used in the panel
"system/preferences/powermanagement" for example - the 22x22 icons are
chosen and upscaled to 24x24. Probably what has happened is there is a
bug in the menu code, and the index file has been bodged to fix the
menus.

I think I've figured it out. I'm running Edgy with all the most recent
updates.
In /usr/share/icons/hicolor you have an index file index.theme which
controls selection policy.
Search for 22x22/apps, and you'll see it's the only entry for 22x22 that
doesn't use "Type=Threshold".
Changing it to Th
g-p-m provides all the icons in:
16x16
22x22
24x24
scalable svg's
It would apear the panel is choosing the svg version rather than the
22x22 version.

Correct me if I'm wrong here. The issue is that some of the icons are
scalable, but others are not ( update manager and applets for instance).
If this is the issue then this bug still exists in Edgy Beta 1 +
updates.

I get this too. This looks really bad. The panel should just be using
the provided 22x22 icons rather than the svg versions. Fedora does not
have this problem.
