I think I've figured it out. I'm running Edgy with all the most recent
updates.

In /usr/share/icons/hicolor you have an index file index.theme which
controls selection policy.

Search for 22x22/apps, and you'll see it's the only entry for 22x22 that
doesn't use "Type=Threshold".

Changing it to Threshold makes the icon in gnome-power-manager act
correctly, and presumably also fixes any application that installs 22x22
icons. I've confirmed this also fixes the tomboy panel icon.

This should probably be considered for the Edgy release.
