Using Jaunty, I cannot reproduce this bug using %a as password. So I
assume that's been fixed, probably in PolicyKit. Thus marking as fixed,
but feel free to reopen if you find it again in a recent version (and
then we'll have to find what conditions are triggering it).

Thanks for reporting that bug. I'm not sure though that it's in the
gnome-system-tools, because they don't manage authentication directly:
that's done by PolicyKit, using PAM. So I'd like you to try with other
programs, namely programs whose name don't end with '-admin'. Network,
time, shares and u
Nop. definitely exists in Interpid, since this baby's got that problem.
I'm pretty sure it has to do with not having certain core gnome app or some
background GNOME daemon that helps it out. because ALL my gnome setting
programs (time and network etc) all have this issue none for any others.

The bug doesn't exist anymore in Intrepid, at least for me. If I'm right
it also worked in Hardy the last weeks before I upgraded to the beta.
I wouldn't know how to test this further. It's forwarded to GNOME, a
reply on that bug would make it clearer.

But I even do not have a %-sign in the password, but just normal english
alphabet characters.
When i start the program from the Terminal like that:

I can confirm this, and my password also includes a % sign.
But the weird thing is that when you start the program with gksu the unlock
button is grey, but you still haven't got the rights you should have as root
user. This applies not only to users-admin, but also to other programs included
