I can confirm this on Intrepid-beta!

gnome-system-tools: 2.22.1-0ubuntu1

But I even do not have a %-sign in the password, but just normal english 
alphabet characters.
When i start the program from the Terminal like that:

users-admin

The dialog shows up. If I click on the [Unlock] button I get the
"Authenticate" dialog. After some time, even when I did not enter my
password I get a "Could not authenticate. An unexpected error has
occured."

On the Terminal I can see the following message:
** (users-admin:8312): CRITICAL **: Did not receive a reply. Possible cause 
include: the remote application did not send a reply., the message bus sceurity 
policy blocked the reply, the reply timeout expired, or the network connection 
was broken.

When I open users-admin using sudo

sudo users-admin

The dialog shows up, but the [Unlock] button is greyed out.
On the Terminal I get the message:
** (users-admin:8443): CRITICAL **: Unable to lookup session information for 
process '8443'

I just did an install of Ubuntu intrepid-beta CD and upgraded the
packages, having just one user with a fairly simple test password.

What can I test more?

If others can confirm this, I think this is a severe bug!
