I can confirm this issue has not been resolved yet in Ubuntu 14.04 LTS
latest ISO.
Tried the iommu=soft solution -> didn't work.
Tried to load every kernel module that seemed even remotely connected to
the issue via the BusyBox tty -> no joy :(
This is a major issue, since it's hampering install
@Kyle: you could either install the natty or lucid kernel manually or
reinstall the 10.04 release.

I've tested few kernel and all kernel post 2.6.35 are no good, 2.6.36-rc7 even
worse it cause a complete lockup of the OS for few few seconds.
2.6.36-rc7 - not good
2.6.36.-rc5 - not good (although better than rc7)
2.6.35-22 - no good
2.6.34 - good
2.6.32 (lucid kernel) - good

i would not relay on clicking sound to identify load unload cycles i made the
same mistake,
if windows is not changing the apm value then then my guess is that ubuntu is
simply accessing the hard drive too often
i do not have windows installed so i cant check it but try seeing if the l
dell has a mailling list for linux support, did anyone considered
asking them how they handled the problem?
