This is a kernel limitation. It's the kernel that parses the shebang (to
the shell, it's just a commented line since it starts with a #
character). It's the kernel that limits the shebang line to two words.
It has nothing to do with bash nor dash.

Sorry for my late response to this. I've run apport against the latest
lucid kernel, however, I'm not sure if I'm seeing the same bug anymore.
Not too long after this bug report, I believe it was at kernel
2.6.32-17-generic, the problem went from bad to worse. It would freeze
