I'm also suffering from this same problem. Just tested with 4.7-rc6 (released
today), and the problem has been resolved.
(There are other issues I'm experiencing with this kernel, so I will boot back
to 4.4)

I just installed a fresh install of 13.10 on this machine, and the problem
persisted. However, changing my GRUB settings to
GRUB_CMDLINE_LINUX_DEFAULT="quiet splash"
GRUB_CMDLINE_LINUX="acpi_osi=Linux"
now allows me to adjust the brightness, although at boot, it's set to 0. (I'll
look into that

I tested with linux-image-3.12.0-031200rc6-generic, and this problem persists.
I also found that when booting the machine, I can adjust the brightness when
GRUB2 is loaded, and then when I boot into Ubuntu, I'm stuck at whatever
brightn
Upgraded from 13.4 to 13.10. Suffering from this bug.
For now, set Alt+1 as layout changer.
I look forward to seeing this bug fixed.

This issue had been resolved, and I had no problem with 12.04 or 12.10,
but upon upgrading to 13.04, once again, I cannot adjust the screen
brightness. It is stuck at 100%.
I just upgraded to Ubunto 13.04 with kernel 3.8.0-19, and this problem seems to
have returned.
Modifiying the line in Grub to GRUB_CMDLINE_LINUX_DEFAULT="quiet splash
acpi_osi=" , as suggested in comment #36 does not help. Instead, the OS boots
into an unlit screen.

things worse. Upon loading, I got several error messages from Gnome-Panel - It
was unable to load WorkspaceSwitcherApplet, WindowListApplet and
