Ok for some reason I had Python2.7 and Python 3.3 in /usr/local/lib
which means I've done something where I needed a custom or out of repo
python. Renaming those managed to allow it to proceed.

Same problem with production upgrade tool but worse since it just dies
with no ceremony at all except for the log files it leaves which
indicate the same problem about scrub_sources being an unexpected
keyword in save_state().

I can add the logs but I can also tell you what happened.
Turns out in /var/lib/dpkg/info/apt.postinst there is a function called:
set_apt_proxy_from_gconf
What’s more is down a ways in the script it calls this line and that is

My bad. Turns out ~/.config/kde.org/libphonon.conf was owned by root! I
was only looking in the .kde4 directory for configuration files. Seems
