Using  Kubuntu 
lsb_release -rd -> Ubuntu 8.10

Not sure if this is really HAL or something above it. When I insert a
blank CD I get a Microsoft-esque popup dialog that says "I see you
inserted a blank CD. What would you like to do?" (Or something like
that.

If there are no applications set, the combo box is empty. If you set any
apps up (system settings | Advanced/File Associations) then you get a
combo box that includes "open as folder" and "open with other
application".

The generic choices should be there even when no applications are set.
In addition, just as a usability thing, it should give the user a hint
about how to fix an empty list. Of course, if the list has "Open with
other application" the chooser could let you remember the choice for the
future which would also be good.
