Found out too late about the Problem. Corrupted my system via partial
install.
Seemed to have gotten past "Can't calculate ... ", and system froze when
FAILED to install Chromium Browser. Don't want Chromium, didn't ask f
verification for oracular:
1. launched oracular container
lxc launch ubuntu-daily:oracular
2. updated container and installed freeradius
apt update && apt full-upgrade

The latest tzdata SRU[1] included a change[2] in the main data form:
- The main source files' time zone abbreviations now use %z,
- supported by zic since release 2015f and used in vanguard form
- since release 2022b. For example, America/Sao_
Can also confirm on 24.10:
- After boot, everything is ok at logon screen and in gnome,
- After suspend, at login screen caps behavior is till ok, but after login,
in Terminal window caps behavior is inverted:
- i.e caps light is OFF, but all letters are capitalized. Need to press

It's worth saying that jammy is also affected by this bug
Even though you can't compile the reproducer c++ code with the packaged version
of gcc, it's still possible to either install gcc13 and compile/run it or to
run a binary compiled on a different machine and trigger the issue
