The 1:18.1.8-9ubuntu1~24.04 update to noble results in broken dependencies in 
packages built against it.
Specifically:
In 1:18.1.3-1ubuntu1 has:
lrwxrwxrwx 1 root root 15 May 27  2024 /usr/lib/x86_64-linux-gnu/libLLVM-18.so 
-> libLLVM.so.18.1

And 1:18.1.8-9ubuntu1~24.04 has
lrwxrwxrwx 1 root root 15 Aug  7 10:02 /usr/lib/x86_64-linux-gnu/libLLVM-18.so 
-> libLLVM-18.so.1

And libLLVM-18.so.1 exists in 1:18.1.8-9ubuntu1~24.04 but *not* in
1:18.1.3-1ubuntu1, so any package that builds against the libLLVM-18.so
from llvm-18-dev in -proposed will fail to run with libllvm18 from
-updates.
