Well I solved only part of the problem. I can boot up now, but it won't
completely power down. Anyway, I added the following line to
/etc/grub.conf
apm=off_threshold=100
I have pasted a section of that file below so you can see exactly where
I put it:

I think nmap is the tool you are looking for:
it tests a range of ports for instance on a range of machine or single
machine... I used it to test the opened ports on my webserver.

I handle this the same way. I agree that it is more extensable for
corporate wide system configurations. On a one off system it may be easier
to use /etc/profile but maintaining a large number of machines each with a
slightly different /etc/profile is just a PITA.
