The Acer laptop has bluetooth version 4.
The Boat 100 wireless earphone has bluetooth version 5.
This seems to be causing the issue.
Imagine the issue of IoT devices like some smart bulbs supporting only
2.4 Ghz wifi frequency. They can not work on 5.0 Ghz wifi frequency.

- If desktop, external bluetooth dongle or onboard?

Have you considered setting up Linux Terminal server ? That could keep
the costs of PCs down

I have done a lot of installation for net based cyber cafe's before.
As far as the cost is concerned you just need the pc's and the hub to
be honest and also not to forget the cat5 cables that's it !
As far as the distro is concerned you can pick anyone say FC4 which is
good or mandrake or
